Overseas Handicap

Hi guys,

My dad's friend usually plays golf overseas, e.g Thailand and M'sia. He's a registered member in some Thai golf course i think, no idea what its called, and he has a handicap from there.

So my question is, will he be allowed to play in our local golf courses? He has no handicap from any local club and his PC expired already.

As long as it is from Thai golf association it should be recognized here.
