It depends on where you play, information below is for Marina Bay, which is relatively strict on course timing

Recommended Pace of Play: 2 hours and 10 minutes for 9 holes

Maximum allowable Pace of Play: 4 hours 30 mins for 18 holes

Of course when the course is crowded, being slow means not being able to keep pace with the flight in front.

An example of not keeping pace is when the flight in front is on the green putting and you have just started to tee off (Par 4).

Club on mat to reserve bays occurs at sicc too, this practise exist outside public ranges too.
