Those two statements need to be qualified.

If you can't lower your score on the course after pounding balls at the range, it simply means you haven't practiced enough and or correctly on the range to translate that same practised swing out on the course. Then there is also the matter of club selection and course management.

On the range you have the opportunity to hit the same shot an club over and over again till you get a decent hit. Out on the course, you only have one chance. If you can't hit that shot with the single chance given, it just means that you haven't grooved your swing enough to make it automatic.

And as much as you perfect your mistakes on the range, you also practice to erase those mistakes by grooving the right moves. In any case, every amateur has perfected some form of compensating move to allow them to take that swing to the course and enjoy a round of golf.

So some practice is still better than no practice.

Well Pro Are practicing  inside 100m about 60 -70% of their time as it where  they need to make birdies or better .

In addition it a smoother and slower tempo so it's easier to work on the golf swing with that particular club to create new swing pattern.
