If I am not wrong the GST will be charged. Custom values are derived from CIF ( Cost , Insurance , Freight)

Look under para ( Goods and Service Tax)

GST will be charged for over SGD $400.
(the $400 includes shipping cost)
ie, your case, USD300 + 69 freight = USD369
approx 450 SGD, will need to pay 7% GST $31.50

Goods and Services Tax

There
is a 7% Goods and Services Tax (GST) levied on all goods, inclusive of
new articles, personal effects, souvenirs, gifts, food preparations and
dutiable products, imported into Singapore. GST is calculated based on
the CIF value
(cost, insurance and freight) of the goods plus all duties payable. If
the invoice value of goods does not include insurance and freight
charges, the postage charge paid for the goods is to be taken as freight
and insurance charges, and is to be added to the invoice value of such
invoice for calculation of GST payable.

GST relief is granted on
goods, inclusive of new articles, personal effects, souvenirs, gifts and
food preparations but excluding dutiable products, imported by post to a
total value not exceeding $400. Where the value exceeds $400, the
entire sum would be subject to GST.

From personal experience, if the total cost is not that much above S$400, customs usually won't bother charging GST. I've bought items at up to US$500 and was not charged GST. Not sure if I was just lucky.

Hmmm. If there is GST to be charged, then how do you know where to pay and when?

Hi, for those who buy from ebay, when we pay by paypal, we have 2 Conversion Options for currency.
1. Use PayPal's conversion process to complete my transaction using my card's currency.
2. Bill me in the currency listed on the seller's invoice.

My questions is which conversion rate is better for us? I usually use option 1.
Anyone compare before?
Tks.

Option 2 is usually much better! My friend works at Paypal and they make tons of $$$ cause most people use option 1, i.e. the default option

Another side question, what if the seller message me saying the postage is higher than expected after I paid for a certain item, does PayPal protection cover me if I want a refund if the seller refuse to pay the addition due to his miscalculation?

Thanks
