It depend if the golf course doesn't have sign saying " No Chipping and Pitching" , you can chip. However he should repair the pitch mark has it take longer to repair as it is part of your duties as player to repair your pitch mark. But Most golf course has two practice green so they should put one for chipping ,pitching an bunker and the other one only for putting.
