The car thieves/robbers are equipped with the technology to match the cars they target.
Like a food chain, there is a thief adapted to every type/level of technology on the food chain.
But the criminals are also businessmen. They weigh the risk and reward for each case.
So, up the measures until it becomes your car becomes a non-profitable business case.
A Mercedes-level antitheft measures installed in a Japanese sedan, for example. The sedan thieves can't handle it, else they would be targeting Mercedes.
Of course, at every pyramid there is a top. You can't go higher. Mercedes had a security feature which required a thumb print to operate, for example. The robber simply took the owner's thumb, sorry to say. (Happy ending sort of, that did not deter the owner, who bought another Mercedes, but probably became more careful where he drove it.)
