Is it allowed to have 2 players per flight at OCC on a weekday?

What is the logic of having a minimum of 3 players during non-peak period?

Should not be an issue ... Usually the staff will assign you to join flight with another 2 ballers ... I have played a number of times in the first tee off time slot @ 7.07AM on weekdays ... My friend and I joined another 2 ballers ...
