Think weekday they will close one eye but weekend usually they will especially morning session. Sunday afternoon, then they may take it as weekday game. Its being sometime since I played there and maybe they have changed their policy but I am very sure being a premier course they will want to maintain certain standard. Maybe its the counter staff who did not ask I don't know but to all knowledge I know, the staff suppose to check HC.

The only Club that actually ask for your handicap card is Poresia Golf & Country Club. If you don't have your card you take a swing test for RM50.00. Other than that I can't recall any clubs asking for my handicap.
