There is no dispute that ball A, B & C are in hazards.

The answer to whether the balls (A, B & C) are out of bounds ? it is in the definition of Out of Bounds. Apparently someone have misintrepretted the ruling.

The definition of Out of Bounds:

"...... when out of bounds is defined by a line on the ground, the line itself is out of bounds ......"

"....... A ball is out of bounds when all of it lies out of bounds ......"

Ball B & C is out of bound as the whole ball lies out of bounds (Ball lies on the line, which is out of bounds).

Ball A is still in bounds as part of the ball is still in bounds.
