Check on Kingston Links. When I live there ( about 7 years ago) it was one of the best, if not the best, public course around. Brighton, Heidelgerg are not so bad... In term of pricing, there are a lot of good and acceptable courses around town. But I guess Kingston Links will be the best, closest course from where you live.

If you are looking to drive about an hour or so away to Mornington area, there are a lot of nice courses around. Check out Moonah Links. Played there before it is a championship site. The Dunes was nice, there's Cape Schanck near by too. SO if you plan your trip right, you can play two courses at once, since you already travel around 2 hours to the region. Portsea was great course, too. So is Eagle Ridge. Further down, there are Thirteen Beach. These are good courses

If you drive the other way towards the Great Ocean Road, check out Warnambool.

Edited: if you are a high roller in the Crown Casino, don't miss a chance to play The Capitol. It is a privately-owned golf course! The best in town! In fact, you should ask, if you are a high-roller!

Mornington Peninsula is a must. I am from Melbourne and the Peninsula has ten world class golf courses within twenty minutes from each other. The Dunes is fun, cape Schank is tricky,The Open course at Moonah links has held Australian Opens so its long and tough while the Legends course is a little more friendly, Portsea is one of the best. St Andrews Beach is a hidden Gem. Expect it be be windy and the courses play hard and fast. Check out the wineries and must have a drink and meal at the Portsea Hotel.
