My answer would be 18 pins in 18 holes on 18 greens from 18 tee boxes. .

The game of golf is more or less controlled by Royal ST Andrew and USGA, there re set guidelines when one I designing a course for example it's obviously over 18 holes and certain set yardage, green size, tee boxes, etc.... There are obviously rules to follow... Google to find answers on golf course designs to learn more.

LOL ... Chien is completely right ... 1st post and the answer to the question could arguably be a 6 month course followed by 2 years of apprenticeship before certification ...

Not directly answering your question, but if what you are asking is which courses are internationally rated and valid for Score Submission for USGA handicap, then the answer is to look for whether the course and a Course Rating (usually between 67.0 and 79.0) and a Slope Rating (usually between 113-155) on the score card.  That will mean that the course has been rated by accreddited USGA Course Raters.

Please note that there are other handicapping systems besides USGA (e.g. CONGU in UK) that operate slightly differently.

If you want to know more about evolution of golf course design (especially how they have been increasing in length over the past 20 years) then google is a good place to start

I dont think the thread starter plays golf. probably just wondering  academic ideas of what golf is and that it is about the golf course not the game.  I do not foresee a second post.

Or Somehow or rather despite having no golfing experience, he is in a position or is currently in a position where by he is required to submit proposal on building a golf course????
