changing caddy during a tournament

Watched Indonesia Open yesterday and one Indo golfer changed caddy at hole 9 I think without reporting to the officials. Some of the officials and other caddies who noticed it were in a debate whether the golfer should be disqualified or given a warning. I was sitting with Liang Wen Chong's caddy and he told me the fella can be disqualified if official complaints were made. He told me to wait until the last hole to see whats the final result. The golfer did not get disqualified. Is this the correct decision?
