Normally they don't issue unless u request it from changi side.
Reason being is that there is a website where most clubs use it to check handicap

Actually you can just ask for it to be printed on the spot. The card has a valid period of 1 year. I found it useful when playing overseas sometimes.

theres a form that u can ask from the counter to fill up and i think they will help u with the rest of the stuff....i think u will also need to attend the golf clinic by nsrcc
